About This Role

The Director, Medicaid Policy & Strategy role is responsible for leading the development and execution of both the Biogen’s Medicaid strategy and Medicaid customer engagement. This position will have direct responsible for targeted State Medicaid engagements supporting the Biogen portfolio. The Director, Medicaid Policy & Strategy will be a member of the Regional Account Leadership Team supporting the Regional Account Director (RAD) teams in their understanding of the evolving Medicaid segment.

This individual will work cross-functionally across US Market Access & Reimbusement (MA&R), Regional Account Director teams, franchise brand teams, finance, Medical, HEOR, and Public Policy & Government Affairs (PPGA) evaluating the Medicaid segment and developing Biogen’s Medicaid payer engagement strategy ensuring appropriate patient access and reimbursement.

This individual will support the entire Biogen portfolio (MS/Specialty, Rare Disease, Neuropsychiatry, and pipeline disease states) as a member of the MA&R division.

What You’ll Do

Lead Medicaid Access Stragegy and Customer Engagement
• Develop Medicaid engagement strategy to optimize access across Biogen portfolio, including targeting/prioritization of accounts in collaboration with regional account leadership team
• Identify and resolve state-level Medicaid access barriers in collaboration with Regional Account Director teams and MA&R’s contracting strategy teams
• Create a Medicaid engagement plan for both the Director, Medicaid Policy & Strategy and RAD roles ensuring broad range of state-level meetings representing the Biogen portfolio
• Serve as a liaison to State & Local Govrnment Affairs team in order to ensure alignment between Biogen’s market access and public policy objectives supporting coverage and reimbursement topics

Monitor Evolving Medicaid Segment

Monitor and evaluate the impact of state and federal policies that affect access to Biogen products within the Medicaid channels
• In collaboration with MA&R Contracting & Pricing team, work with PPGA and Finance, evaluate potential impact and risks of proposed state and federal policies affecting access to Biogen products
• Collaborate with the RADs and PPGA to engage State Medicaid to identify innovative access and reimbursement approaches, including but not limited to VBCs
• Conduct trainings to educate the US MA&R organization on Medicaid policy trends and public policy marketplace
• Serve as a subject matter expert on Medicaid policy across various franchise and pipeline projects

Who You Are
You are passionate about developing innovative solutions for expanding patient access within the Medicaid channel. You enjoy working collaboratively with others in a fast-paced environment to identify actionable solutions that have an immediate impact on organizational objectives.


10+ years of relevant Medicaid account management, consulting, pharmaceutical, health care or regulatory experience
• Deep understanding of the US healthcare system, state & federal policy, and US market access & reimbursement trends, especially Medicaid channel
• Outstanding written and oral communication skills, including the ability to effectively deliver presentations to all levels of the organization
• Demonstrated experience in leading cross-functional teams in collaborative efforts to address patient access and/or reimbursement policy challenges
• Ability to think strategically and communicate recommendations to senior leadership
• Candidates must have a valid driver’s license and an acceptable driving record according to Biogen policy to be considered

• Travel 30%

Preferred Skills
• Experience engaging US payers and/or policymakers
• PhD, MD, PharmD, MS, MPH, or MBA in related discipline

Additional Information

All your information will be kept confidential according to EEO guidelines.

The base compensation range for this role is $188,600 – $282,900. Base salary is determined by a combination of factors including, but not limited to, job related years of relevant experience, internal equity, and location of the job. Additionally, this role is eligible for participation in Biogen’s LTI grants and other incentive programs.
